taxes, with interest. In the same year that Township Council is debating the <a href="https://www.tol.ca/en/connect/budget-and-financial-plan-2026.aspx">2026 budget</a>, the Province has announced <a href="https://www2.gov.bc.ca/gov/content/taxes/tax-updates/budget-changes">changes to how deferment interest would work for 2026 and later taxes</a>.</p><p>So what exactly does this mean for residents? I did the research so you don&#8217;t have to.</p><p><strong>Is the interest formula for property tax deferment changing for 2026 and later taxes?</strong></p><p><strong>Fact Check: True</strong></p><p>I checked the official website of the Government of British Columbia and for 2026 and later tax years, the Province says the budget includes changes to the interest rate terms for any deferments from 2026 on. These are subject to approval by the Legislative Assembly and any required regulation changes.</p><p>It looks like the change being made involves the new program using <a href="https://www2.gov.bc.ca/gov/content/taxes/property-taxes/annual-property-tax/property-tax-deferment-program/tax-deferment-interest-fees">compound interest</a>. The Province says the interest will compound monthly at an annual rate of 2% above the prime rate of the government&#8217;s principal banker, and that on the 23rd day of each month accrued interest is added to the balance and then becomes part of what interest is calculated on next month.</p><p><strong>Have Township property taxes increased each year since 2023, and what does that add up to by the 2026 draft budget?</strong></p><p><strong>Fact Check: True</strong></p><p>The Township&#8217;s budget communications for the last few years describe the annual property tax increases associated with each budget:</p><ul><li><p>In 2023, the Township said its approved budget was supported by a <a href="https://www.tol.ca/en/news/approved-township-budget-makes-significant-new-investments.aspx">5.37% increase to property taxes</a>.</p></li><li><p>In 2024, the Township said its budget was supported by a <a href="https://www.tol.ca/en/news/township-makes-significant-new-investments.aspx">6.88% increase to property taxes</a>.</p></li><li><p>In 2025, the Township said its budget was supported by a <a href="https://www.tol.ca/en/news/township-makes-additional-important-investments.aspx">4.50% increase to property taxes</a>.</p></li><li><p>For 2026, the Township&#8217;s budget page says the draft 2026 budget reflects a universal services increase of 3.98%, shown as $108.22 for the average residential home value used in the document.</p></li></ul><p>I want to quickly mention that describing increases as &#8220;single digit&#8221; over a few years may not reflect the cumulative effect of multiple annual increases. The individual increases do not simply add up, because each year&#8217;s percentage applies to a higher base than the year before.</p><p>To show how compounding interest works, a simple example using the Township&#8217;s published percentage changes is if the Township portion of a homeowner&#8217;s property taxes was $1,000 before the 2023 increase, then applying 5.37%, then 6.88%, then 4.50%, then 3.98% produces about $1,223.71. That is about a 22.4% increase across those four years. Individual tax bills can also vary based on factors like assessment shifts and other charges on the notice.</p><p>This matters in 2026 because deferment, for people who use it, is tied to the size of the bill being deferred. A larger bill means a larger loan balance, and starting in 2026, the Province says that balance will accumulate interest differently than in prior years.</p><p><strong>Could the 2026 deferment changes affect residents who have used deferment in the past even if they do not agree to the new terms?</strong></p><p><strong>Fact Check: Probably, unless you opt out</strong></p><p>I found a section on the province&#8217;s deferment interest page that says that if you are registered for automatic renewal, your 2026 and subsequent years property taxes will be autodeferred under the new interest rate terms unless you opt out.</p><p>This would mean that some residents who deferred in the past could have their 2026 property taxes added to their existing deferment balance by default, and those 2026 taxes would begin accruing interest under the new &#8220;prime plus 2% compounded monthly&#8221; rules I mentioned earlier.</p><p>The Province sets the deferment interest rules, and the Township sets the local tax rate. In 2026, those two systems intersect more directly than many homeowners may realize.</p><p>For residents who already defer under automatic renewal, the big question for 2026 is whether they want their 2026 taxes to be deferred under the new terms by default, or whether they would prefer to opt out and pay the 2026 taxes directly by the municipal due href="https://www.tol.ca/en/news/joint-policing-agreement-terminated-rcmp-service-delivery-continues.aspx">Township&#8217;s statement</a>, the <a href="https://www.langleycity.ca/news/city-langley-responds-termination-shared-policing-agreement">City&#8217;s statement</a>, and the <a href="https://www2.gov.bc.ca/gov/content/justice/criminal-justice/policing-in-bc/the-structure-of-police-services-in-bc">Province&#8217;s definition of what an &#8220;integrated detachment&#8221; means</a>, and based on those public sources, tried to sort out what can be said with confidence.</p><p>The Province describes an integrated detachment as, in general terms, two or more RCMP units working in the same building under one detachment commander.</p><p>Based on that description, &#8220;de-integration&#8221; would reasonably refer to moving away from that shared setup.</p><p><strong>Did Langley &#8220;lose the RCMP&#8221; because of de-integration?</strong></p><p><strong>Fact Check: Not supported by available public information</strong></p><p>The Township says RCMP service continues, and it quotes local RCMP leadership saying there will be no interruption to service. I have not seen any statement from the City suggesting that RCMP services would end. <a href="https://www.langleycity.ca/news/langley-city-rejects-langley-townships-unfair-rcmp-cost-sharing-demand">The City&#8217;s public materials</a> discuss issues such as cost-sharing, coordination, and governance of the detachment.</p><p>Based on those public statements, there is no indication that RCMP services are being discontinued.</p><p><strong>Did the shared detachment building and operations agreement end on May 10, 2025?</strong></p><p><strong>Fact Check: True, according to public statements</strong></p><p>The Township says the Police Capital and Operations Cost Sharing Agreement ended on May 10, 2025, after a two-year notice period. The City confirms the termination too, and describes it as covering the co-owned detachment building and shared municipal staff.</p><p>The Township also says it took full ownership of the RCMP detachment building and became the sole owner/operator, while expecting the City to keep using it temporarily under new terms.</p><p>So something changed on May 10, 2025: the shared agreement ended.</p><p><strong>Does that prove de-integration is finished today?</strong></p><p><strong>Fact Check: Unclear</strong></p><p>The Township says Council unanimously <a href="https://www.tol.ca/en/connect/resources/news-events-media/press-releases/Document-Feed-2023/2023-05-10-RELEASE-Township-of-Langley-Moves-Forward-With-RCMP-Deintegration.pdf">voted in 2023</a> to terminate the agreement and de-integrate, with the result being autonomous detachments for the Township and the City. It also says there is still administrative work required to complete de-integration.</p><p>The City says ending the building agreement is not the same thing as de-integration, and that this process requires provincial approval and that this approval &#8220;has not happened.&#8221;</p><p>In <a href="https://www.langleycity.ca/media/file/2026-financial-plan">Langley City&#8217;s adopted 2026&#8211;2030 Financial Plan</a> (final reading Dec. 15, 2025), it still budgets for &#8220;RCMP Joint Detachment Repairs,&#8221; while also laying out a future &#8220;RCMP City Detachment&#8221; at the Strong Towns Langley simulation is to present the Willoughby Community Centre question as an &#8220;investigation&#8221; and to guide residents through a curated set of public documents and claims as framed by the project, with the general theme of following the decision-making and funding trail. It&#8217;s a fun, creative format for media delivery, but for this post I&#8217;m treating it mainly as a prompt to verify what the Township&#8217;s own public record says.</p><p>I wanted to see what&#8217;s in the record, as I understand it, in plain black and white. So I pulled up the following Township public documents: the project page, the May 2024 open house boards, the draft annual reports, the 2024 draft budget presentation deck, and the public procurement listing associated with the project.</p><p><strong>Did the Township publicly present plans for a location and specific amenities for the Willoughby Community Centre?</strong></p><p><strong>Fact Check: True</strong></p><p>When I opened the Township&#8217;s <a href="https://www.tol.ca/en/connect/willoughby-community-centre.aspx">Willoughby Community Centre page</a>, the Township lists what is &#8220;presently planned,&#8221; including a new community aquatic centre with a 37.5m lap pool, leisure and hot pool, fitness facility, gymnasium, library, multipurpose rooms, and other supporting recreation spaces.</p><p>The <a href="https://www.tol.ca/en/connect/resources/get-involved/engage-tol/2024/Willoughby-Community-Centre/24-077-A.-Willoughby-Community-Centre-Open-House_boards_36x48_final-web.pdf">May 2024 open house boards</a> are consistent with that overall concept and also place the facility at South Yorkson Community Park facing 80 Avenue.</p><p>This is the baseline point I wanted to confirm before getting into timelines: the Township has publicly described both the core amenities and the intended location. What this does not answer is when the facility will be built or how far along it is.</p><p><strong>Have the Township&#8217;s annual reports shown the project moving beyond the study/design phase?</strong></p><p><strong>Fact Check: Not according to the draft annual reports reviewed</strong></p><p>In the Township&#8217;s draft annual reports for <a href="https://www.tol.ca/en/the-township/resources/plans-reports-strategies/Annual-Reports/Draft-2023-Annual-Report.pdf">2023</a> and <a In this blog post, I look at official records to clarify what changed, what the debt pays for, and what it means for residents.</p><p><strong>Did Township debt become one of the highest among B.C. mid-sized municipalities during this term?</strong></p><p><strong>Fact Check: True, relative to recent growth</strong></p><p>Langley&#8217;s 2024 <a href="https://www.tol.ca/en/the-township/resources/plans-reports-strategies/Annual-Reports/2024-Annual-Report-with-Financial-Section.pdf">Annual Report</a> shows long-term debt and agreements payable of about $317 million as of December 31, 2024, up from $167 million the year before. The borrowing authorizations approved since 2023 total around $500 million in approved projects, though not all have been borrowed yet. borrowing supports core infrastructure such as water supply, drainage, and major roads. These are traditional, defensible uses of debt. The remainder funds community amenities and policy-driven acquisitions, such as a multi-sheet arena expansion at the Langley Events Centre, Yorkson Park upgrades, and a $75 million land-bank for future civic use. These projects may enhance livability but do not produce operating revenue. Their debt servicing will draw on taxes unless offset by community amenity contributions. The analysis suggests that the mix of essentials and amenities makes the overall borrowing program broader than is typical for a single council term.</p><p><strong>What this means for us</strong></p><p>Debt service is now a fixed cost in the Township&#8217;s annual budget. As of 2024, the combined principal and interest payments are about $26 to $27 million per year. Property taxes and utility rates already incorporate these costs, and future increases may be needed if growth revenues lag. Each one percent increase in Langley&#8217;s general tax rate raises roughly $1.5 to $1.8 million in revenue, depending on the year. The Township remains well below the provincial borrowing cap set at 25 percent of eligible revenues. For 2024, the certified limit was about <a href="https://metrovancouver.org/boards/Finance/FIN-2025-01-16-AGE.pdf">$77.7 million</a>, and with existing and spring 2025 borrowings, annual servicing would total around $40 million&#8212;roughly half of that capacity. In my view, the Township&#8217;s financial flexibility appears to be much tighter than in past years.</p><p>Debt is a standard municipal tool, and using it for growth-related infrastructure makes sense. The key takeaway is that the pace and scope are notable. It appears the Township has roughly doubled its debt load in a single year. Our ability to manage this debt depends heavily on continued development and stable interest rates. If growth and developer contributions arrive as planned, the burden will remain manageable. If they do not, we may see higher taxes or slower new investment as the Township services the obligations already on the books.</p>]]></content:encoded></item><item><title><![CDATA[LAPS Termination the number of animals. These figures have not been publicly disputed by the Township.</p><p>Shortly afterward, LAPS and the Township issued a joint announcement confirming a temporary extension that allows LAPS to continue providing animal control and sheltering during ongoing discussions.</p><p>This interim arrangement prevents a disruption in services while negotiations continue toward a new shelter-only agreement. The Township has not yet detailed its long-term plan for managing operations if the transition proceeds.</p><p><strong>Are Cats Not Covered Under the Township&#8217;s Animal Control Bylaw?</strong></p><p><strong>True.</strong></p><p>The Township&#8217;s <a href="https://www.tol.ca/en/services/resources/bylaw-services/bylaws/Popular-Bylaws/Animal-Control-Bylaw-(No.-6140).pdf">Animal Control Bylaw No. 6140</a> establishes rules for dogs and certain large animals, including licensing and enforcement. The bylaw does not reference cats.</p><p><a href="https://www.lapsbc.ca/statement-from-laps-regarding-the-termination-of-its-services-agreement-with-the-township-of-langley/">LAPS has said</a> that, because cats are not included in the bylaw, it has relied on community donations, estimated at around $350,000 annually, to support cat care. That figure is based on LAPS&#8217; statements and has not been independently verified.</p><p>If the Township assumes full responsibility for animal control, the bylaw may need to be updated to include provisions for cats, ensuring that their welfare and related funding are clearly addressed.</p><p>Animal control may seem routine, but it&#8217;s a service that matters a lot to many of us. Earlier in his career, he contributed to discussions on the Langley Events Centre design during TWU&#8217;s partnership with the Township.</p><p>Whitmarsh entered municipal politics in 2014 and was re-elected in 2018. He was recognized for advocating a &#8220;smart growth&#8221; approach in Brookswood Fernridge, aiming to balance new development with preserving local character. His committee assignments reflected his background in recreation and culture. He was regarded as a steady, consensus-focused councillor.</p><p>When current mayor Jack Froese retired in 2022, Whitmarsh ran for the top spot with Froese&#8217;s support. However, the election outcome favored Eric Woodward&#8217;s slate. Woodward led with nearly 11,000 votes, while Whitmarsh came in second with just over 6,800. Former MLA Rich Coleman finished third.</p><p>Whitmarsh has said he is returning because he believes community priorities deserve renewed focus, debt levels require attention, and families face increasing challenges. Relations with Metro Vancouver and the Province have also been strained in recent months, with disputes over housing rules and regional service coordination. Reading that, I wondered why the public was repeatedly told they were voluntary when the evidence showed otherwise.</p><p></p><p><strong>Without CACs, will Langley struggle to fund necessary infrastructure?</strong></p><p>Fact Check: False</p><p>Some people worry this will cripple our infrastructure funding, so I looked into the difference between CACs and Development Cost Charges (DCCs). DCCs are still in place and still pay for roads, utilities, and parks. The province&#8217;s new Amenity Cost Charge (ACC) framework is also coming soon, giving the Township a legal way to fund community amenities. The essentials like roads, pipes, and parkland are not at risk.</p><p></p><p><strong>Could flashy capital projects like the Youth Soccer Campus be affected?</strong></p><p>Fact Check: Maybe</p><p>The Youth Soccer Campus was planned with CAC funding in mind. When that money fell through, council turned to debt financing. They are pushing ahead, which means the project is safe for now. These cities employ tiered utility systems where multi-unit buildings pay significantly less than detached homes. In contrast, equivalent services in Surrey cost just under $1,000 annually, representing a difference of over 50%. Notably, Surrey faces similar challenges to Langley in terms of utility distribution &#8212; rapid population growth and a large geographic area to service.</p><p>Mayor Woodward&#8217;s Response: Sympathy, Shifting Blame, and Uncertain Timelines During the delegation meeting, Mayor Woodward acknowledged the frustration, stating that he recognized the flat-rate utility system places a heavier burden on condo owners. He admitted the system, though administratively simple, lacks equity and does not reflect actual usage patterns.</p><p>Woodward&#8217;s response can be summarized as follows:</p><ul><li><p>Blame on the Province (for not requiring metering)</p></li><li><p>Blame on the previous Council (for poor planning)</p></li><li><p>Blame on the North Shore Wastewater Treatment Plant (a fiasco contributing to a 17% rate increase tied to its $4 billion price tag)</p></li><li><p>Blame on Langley&#8217;s geography (for high delivery costs)</p></li></ul><p>It should be noted that two of the four factors apply to all municipalities in Metro Vancouver, and none of the factors relate to why condominium residents in particular pay an inflated cost in the Township compared to similar municipalities.</p><p>Woodward also referenced Surrey&#8217;s tiered system as a potential model and indicated that staff might study alternatives. Despite hinting at staff "studying" Surrey&#8217;s model, he stopped short of proposing specific reforms or timelines, emphasizing instead that any changes would require council deliberation and budget scrutiny.</p><p>The Shift: Utility &#8220;Modernization,&#8221; or Policy Sleight of Hand? The current situation stems from an October 2024 council vote that separated utility fees from property taxes under the guise of "Obsolete Policies" and removed the option to defer payments. As Councillor Kim Richter warned at the time, this separation has indeed led to &#8220;confusion and hardship.&#8221;</p><p>The Path Forward Langley&#8217;s utility billing system isn&#8217;t just outdated &#8212; it&#8217;s unjust. Flat rates penalize efficient, high-density households while subsidizing sprawling ones, undermining the Township&#8217;s affordability and sustainability goals. The inequity is also economic, as condo residents are far less wealthy than single-family homeowners.</p><p>The delegation&#8217;s presentation made one thing abundantly clear: this issue is not going away. If Langley&#8217;s leaders are serious about affordable housing and fair governance, the path forward is clear. Transition to a tiered or metered utility system, provide real individual billing options for strata units, and ensure that high-density living isn&#8217;t penalized in a municipality already facing affordability pressures.</p><p>For the current situation to be resolved, I believe that Mayor Woodward and Township Council must:</p><ul><li><p>Adopt a tiered rate structure based on actual consumption, similar to Surrey&#8217;s</p></li><li><p>Support retrofitting for metering in condos and townhomes, with safeguards for reversibility</p></li><li><p>Restore utility deferral options for low-income owners</p></li><li><p>Set clear deadlines for reform, moving beyond vague promises of &#8220;study&#8221;</p></li></ul><p>Thank you for taking the time to read. As a local policy geek, I&#8217;m interested in the Township of Langley's recent decisions regarding our water supply. The move to decommission local wells and rely more on Metro Vancouver's water system is being referred to as a step toward cleaner, safer water. This significant change has largely gone unnoticed. Fort Langley's Well #2, for example, was shut down due to low pH levels that were corroding plumbing. That decision was made during the November 14, 2022, <a href="https://www.langleyadvancetimes.com/news/fort-langley-well-to-be-shut-down-council-decides-2571257/">council meeting</a>.</p><p>The 2023 <a href="https://www.tol.ca/en/services/resources/water/water-quality/2023-Annual-Water-Quality-Report.pdf">Annual Water Quality Report</a> confirms that six groundwater wells in Brookswood and Murrayville were taken offline and scheduled for decommissioning in 2023 and 2024. The closures were linked to elevated concentrations of manganese and nitrates in raw water samples. For example, Aldergrove Well 10 tested above the health-based Maximum Acceptable Concentration for nitrates, and most of the affected wells exceeded the Aesthetic Objective for manganese. But the water coming out of residents&#8217; taps still met Canadian drinking water standards. That&#8217;s because it was treated and blended at the Aldergrove Water Treatment Plant before distribution.</p><p>So why shut the wells down entirely if the water was still safe? That&#8217;s the bigger question. Mayor Woodward says it&#8217;s about health, but the system was already providing safe drinking water. This may be part of a broader shift: moving Langley away from local, self-managed water infrastructure and toward Metro Vancouver&#8217;s more expensive regional system. Whether that&#8217;s about planning, efficiency, or long-term control, it&#8217;s a decision that warrants more public input.</p><p><strong>Will costs increase for Langley ratepayers?</strong></p><p><strong>OPERATING COSTS &#8212;YES. CAPITAL COSTS &#8212; Possibly.</strong></p><p>Switching to Metro Vancouver water is already costing more. According to the Township&#8217;s own Water Wise webpage, water from Metro Vancouver costs about <a href="https://www.tol.ca/en/services/water-wise.aspx">three times more</a> than using local groundwater. Reduced reliance on our own wells increases dependency on this more expensive regional supply.</p><p>For now, Langley is still charging lower legacy rates, which means we're delivering water at a loss for part of the year. That gap used to be covered by cheap groundwater. Not anymore. Metro Vancouver&#8217;s rates are also expected to climb nearly 60 percent by 2027. Without clear offsets or new revenue, the cost burden could continue to shift to residents.</p><p>Then there&#8217;s the question of capital spending. A staff report in July 2023 estimated that replacing five aging reservoirs could cost over $70 million. These reservoirs are decades old and need upgrades to meet firefighting and emergency storage standards. But here&#8217;s the twist. Those costs are not the result of switching to Metro Vancouver. In fact, moving away from wells may let the Township retire some of that old infrastructure. For example, the Murrayville reservoir is already offline and can now be decommissioned. That means some spending might be avoided, though other upgrades are still needed to keep up with growth and pressure demands.</p><p>The Township hasn&#8217;t released a long-term cost comparison between keeping wells and relying on Metro water, making it harder for residents to assess the trade-offs.</p><p>Metro Vancouver is deep into costly infrastructure upgrades, with a history of overruns. The more Langley depends on Metro water, the more exposed we are to rising regional costs and to decisions that do not consider our local context and the diversity of needs.</p><p><strong>Are the well closures bad for emergency preparedness?</strong></p><p><strong>SOME MORE THAN OTHERS.</strong></p><p>This one really jumped out at me. Local wells used to be part of our emergency backup system. Now they&#8217;re being shut off, with no plan to replace them. <a href="https://fortlangleycommunity.com/a-zombie-water-well-sparks-debate-about-langley-townships-disaster-plan/">Fort Langley's well</a>, for example, was flagged as an emergency source - and it&#8217;s now decommissioned.</p><p>I couldn&#8217;t find any solid plan explaining what happens if a major quake knocks out Metro Vancouver&#8217;s water delivery. That gap is concerning.</p><p><strong>Has there been opposition or concerns about the well closures?</strong></p><p><strong>YES.</strong></p><p>At a <a href="https://calendar.tol.ca/meetings/Detail/2023-05-29-1900-Public-Hearing/6f764e4b-3195-4477-95bf-b0200106960d">public hearing</a> on May 29, 2023, residents spoke up about how dense new development was affecting groundwater. I combed through the minutes myself. One resident warned that aggressive construction in Brookswood and Fernridge was putting the aquifer under pressure. Another asked if the Township had even studied the long-term risks.</p><p>It&#8217;s hard to separate water policy from land use. The same council moving to shut down wells is also approving major development projects. Are we building faster than our infrastructure and water table can handle? And would keeping the wells active help maintain the capacity to service a quickly growing community?</p><p>Well closures might make sense when viewed through the lens of water chemistry and long-term risk. But when you add in the higher cost of Metro water, infrastructure resiliency, and growing development pressure, the picture becomes more complicated. The decisions being made now will shape Langley's water system for decades to come.</p><p>I am hoping to spark a discussion of issues, welcome your thoughts.
